Chatsworth, part of the greater Malmesbury was proclaimed as a town in the 1800s when the Methodist Episcopal church from America started a church in the area. The Cape government did not get involved in supplying services to the town so the utilities became the responsibility of the Malmesbury Divisional Council. There were about 1300 plots along sand roads. about 100 of these were sold to overseas buyers by a con man who led them to believe they were buying prime land in Cape Town. Most of these owners never settled in Chatsworth. The contact details of these buyers were lost over time so consequently, rates and taxes were not paid for over 100 years. The land was auctioned and purchased by the Swartland municipality where they established a housing project. The infrastructure is currently being upgraded.
